राजा के प्रिय मंत्री की गलती पर राजा को सजा तो देनी ही थी। सैनापति की राय थी – 1 लाख मुद्रा 100 कोडे, सैनिक की 1 हजार मुद्रा 10 कोडे, भिखारी की 10 मुद्रा , 1 दिन भोजन नहीं। सबके अपनी बुद्धि/स्तर के अनुसार मापदंड थे।
